Petrinex, the Who, What, Where, and Why

Canada's Petroleum Information Network

Petrinex is Canada’s Petroleum Information Network. These parties include operators (upstream, midstream, or downstream alike), working interest partners in the facilities, pipelines, shippers, and other entities that are required to report volumes in Manitoba, Saskatchewan, Alberta and British Columbia.

This database is used by any parties that have a vested interest in the volumes that report within. Users of Petrinex log into the network using a unique Business Associate Code (referred to as a BAID) which are managed both by Petrinex and the respective businesses themselves. Once a business has a BAID there is a lot of information that becomes public to all other users with the correct console access. Such information as facility codes and delineation information (such as facility subtypes and volumetric receipts and dispositions) is now at your fingertips.

Blue Chip MRC utilizes the information contained in Petrinex in a similar manner to what the regulator does. We use this information to “tell a story” about how volumes and production streams are being measured and reported. An experienced eye can identify potential risks and noncompliance quite quickly by scanning through the reporting methodologies and volumes; loaded into the database. If one has access to a metering schematic and compares the volumetric reporting details in Petrinex against that drawing, any concerns in an operator’s measurement and reporting methodologies quickly come to the surface.

The regulator uses the data loaded into Petrinex in a similar manner. Regulators risk, rank and score the information each month to identify high-risk facilities. It is our belief that most often, operators know where their high-risk facilities are; they don’t need the regulators to point them out to them. For example, operators generally know which facilities have crappy prorations or metering differences, and which facilities are not reporting their fuel, flare, or vent correctly. It is for this reason, that Blue Chip recommends operators review their Petrinex data using a trained eye to be proactive in addressing these high-risk facilities. Work with your stakeholders in collaboration with a subject matter expert, such as the senior measurement specialists at Blue Chip, to address the measurement and reporting practices in a practical and proactive manner that is still conducive to your business. The regulators are working with the industry to address these concerns, it is not a question of if, but when, your time will be up to address such concerns. Most often, operators have the tools to address the “problem facilities”, it has been our experience that they just may need a little guidance and support.
