AER Directive 017

Directive 017 is the regulatory document in Alberta utilized by the Alberta Energy Regulator (AER) on how production from the upstream oil and gas industry is to be measured, estimated, and reported.

Divided into 15 chapters, Directive 017 navigates the various questions surrounding the measuring, estimating, and reporting of different production streams (oil, condensate, gas, and water production). Regardless of how simplified the regulator has managed to make this Directive, many questions customers have quite often require incorporating knowledge from various chapters to achieve compliance.

When working with clients on a specific subject, I frequently refer to the “spirit of the Directive,” which is my way of emphasizing that the standards established throughout the Directive are an attempt by the AER to achieve the accuracy and uncertainty requirements outlined in Chapter 1 of Directive 017. By implementing accurate and transparent measurement practices, the regulator hopes to protect their interests, the interests of the crown, and the interests of production partners (owners and shareholders).
